1.) Open your sig that you want to do zoom animation in. I will use this sig for this tutorial:
2.) Merge all the layers if you haven't already by clicking on Layers>Merge Visible or press Shift+Ctrl+E
3.) Next, Duplicate the layer you just merged by clicking on Layers>Duplicate Layer or press Ctrl+J.
4.) Select your duplicated layer(It should be highlighted if it's selected) and go to Filter>Blur>Radial Blur.
5.) When the settings pop-up, use this settings:
Amount: 26
Blur Method: Zoom
Quality: Best
Click OK.
6.) Now you have two layers. Zoomed Layer and Non-Zoomed Layer. Not, It's time for animating your signature.
7.) Swith over to Imageready by pressing Shift+Ctrl+M.
8.) Now, You're in Imageready. You will see your sig in Imageready and you will see "Animation" window under your sig like this: If you don't see it, go to Window>Choose/Click "Animation"
9.) Next, click on the eye on the top layer like this: You will not see the eye after you click on it.

10.) Next select your non-blurred layer. After you've done that, click the "0 sec." under the first frame in Animation Palette and click "other" like the image below:

11.) When the window pops-up, use these settings shows in the image: then press OK.
12.) After that's done, duplicate the frame by clicking the button shown in the image below:
13.) Now you have 2 frames in "animation" palette. Next, Change the second frame to 0.1 sec. delay like the image below:
14.) Now, look at your Layers Palette which is located at the left and click on the blank square in the second layer like the image below: Make sure your Second frame is selected in "Animation" Palette!
15.) You will see your sig blurred/zoomed now. If you want to test out your animation, press Play(the triangle) in the "Animation" Palette.
Your result should look like this:
